Black Bear Ridge — A Four-Season Resort, Fully Entitled for a Community

Acquired in 2021 by a new ownership group, Black Bear Ridge is evolving from a celebrated regional golf destination into a fully integrated four-season resort and master-planned community.

Following unanimous support from Belleville City Council in 2022, a Minister’s Zoning Order (MZO) was approved for the property. After extensive planning, consultation, and technical review, the Master Plan and Secondary Plan received final approval in 2025, establishing a framework for the full 890-acre community.

What began as a championship golf course in 2005 now serves as the foundation for one of Eastern Ontario's most significant approved resort-community developments, with permissions in place for 3,049 residential units and approximately 550,000 square feet of commercial, hospitality, and recreational uses.

At the heart of the community, an expanded resort and village centre will create a vibrant destination for gathering, dining, shopping, wellness, and overnight stays. Surrounding neighbourhoods will offer a diverse range of housing options integrated within a protected natural landscape of forests, open space, and river corridors.

The vision extends beyond residential development. A riverfront hospitality district, expanded accommodations, wellness and spa experiences, event venues, restaurants, trails, and year-round recreational amenities will transform Black Bear Ridge into a destination that thrives in every season.

The golf course was never the final destination. It was the foundation.

Today, Black Bear Ridge stands on a fully entitled platform, with a clear path to execution and decades of growth ahead.
